The Republicans say about half of their house members won't be voting for tax increases. They are part of the "hell no" crowd. What keeps the other half from voting with the Democrats or ask the Democrats to vote with them?

In order for there to be a vote, doesn't the house leadership have to allow a vote to happen?

97% of House Republicans have taken the 'no new/increased taxes' pledge.

And House Democrats aren't likely to vote for a bill which does not include some new/increased taxes, however puny and symbolic.
